The downside of digital inclusion: expectations and experiences of privacy and surveillance among marginal internet users
Increasing broadband adoption among members of underserved populations remains a high priority among policymakers, advocates, corporations, and affected communities. But questions about the risks entailed in the flow of personal information are beginning to surface and shine light on the tension between broadbandās benefits and harms. This article examines broadband adoption programs at community-based and public institutions in the United States in order to understand the ways in which privacy and surveillance issues emerge and are engaged in these settings. While adults who enroll in introductory digital literacy classes and access the Internet at public terminals feel optimistic about broadband āopportunities,ā they encounter āprivacy poor, surveillance richā broadband. Users experience myriad anxieties, while having few meaningful options to meet their concerns
With Algorithmic Accountability, Different Remedies Bear Different Costs for Consumers
Automated systems and decision making have transformed the ways in which our data is processed and analysed and, accordingly, how companies are able to use it. There are fears that data can be used to discriminate against vulnerable users in ways which are āunaccountableā. Library privacy in practice: system change and challenges
Libraries have an historical commitment to defending patronsā right to privacy as a means of safeguarding access to knowledge, free expression, and intellectual freedom. Much has been written, in popular and scholarly form, about the professional ethic of privacy in the library field. A considerable amount of this history traces the ethicās origins to the American Library Association and the groupās establishment of a professional code that explicitly defends patron privacy. This code provides guiding norms and values for the librarian and library institution to protect the flow of patron data; for example, protecting book-borrowing history that might reveal personal and political preferences, guard against government surveillance, and support intellectual freedom

Online Deliberation: Design, Research, and Practice is the first book that attempts to sample the full range of work on online deliberation, forging new connections between academic research, technology designers, and practitioners. Technologies of control and our right of refusal
Most of us donāt realise how much digital systems govern access to our basic public services, like education, health and housing. Even more terrifying is how much data is collected about us and used without our knowledge. In 2011, while advocating for broadband adoption policies, Dr Seeta PeƱa Gangadharan began asking questions about surveillance, privacy, and data profiling. As she reveals a frightening picture of how data profiling works against us, Seeta highlights how people are resisting and why being a good digital citizen means rejecting technological systems that mistreat us
Decentering technology in discourse on discrimination
Algorithmic discrimination has become one of the critical points in the discussion about the consequences of an intensively datafied world. While many scholars addAlgorithmic discrimination has become one of the critical points in the discussion about the consequences of an intensively datafied world. While many scholars address this problem from a purely techno-centric perspective, others try to raise broader social justice concerns. In this article, we join those voices and examine norms, values, and practices among European civil society organizations in relation to the topic of data and discrimination. Our goal is to decenter technology and bring nuance into the debate about its role and place in the production of social inequalities. To accomplish this, we rely on Nancy Fraserās theory of abnormal justice which highlights interconnections between maldistribution of economic benefits, misrecognition of marginalized communities, and their misrepresentation in political processes. Fraserās theory helps situate technologically mediated discrimination alongside other more conventional kinds of discrimination and injustice and privileges attention to economic, social, and political conditions of marginality. Using a thematic analysis of 30 interviews with civil society representatives across Europeās human rights sector, we bring clarity to this idea of decentering. We show how many groups prioritize the specific experiences of marginalized groups and āsee throughā technology, acknowledging its connection to larger systems of institutionalized oppression. This decentered approach contrasts the process-oriented perspective of tech-savvy civil society groups that shy from an analysis of systematic forms of injustice

Data-driven technologies have been a transformative force in society. However, while such innovations are often viewed as a positive development, discriminatory biases embedded in these technologies can serve to compound problems for society's more vulnerable groups. Having recently published a report on automated discrimination in data-driven systems, JÄdrzej Niklas and Seeta PeƱa Gangadharan explain how algorithms discriminate, why this raises concerns for civil society organisations across Europe, and what resources and support are needed by digital rights advocates and anti-discrimination groups in order to combat this problem
